Create a circle with a center, A, through a point, B.
Construct two chords by creating two lines through the center, creating segment connecting the points of intersection to the circle, then hiding the lines.
Create four arcs using the "Circular Arc" tool. Select the center then the two endpoints of the arc in a counter-clockwise motion.
Measure the lengths of the circumference of the circle, the four arcs, and the four central angles created.
